3. Is there a 3rd party standardized testing for hail impact?

Yes, there is. It’s called the UL 2218.

The institute of Business and Home Safety(IBHS) and the Underwriter’s Laboratory(UL) developed a national standard for roof impact resistance. This standard is based on a class system from one to four. The testing procedure is called the UL 2218 which uses up to a 2-inch steel ball dropping from 20 feet.
